This is a captive bead ring! The bead has two small divots on its sides for the ring to fit into, and is held into the ring by tension. Insert the ring into your piercing, then line up one of the divots on the bead to the ring and pop it in! This can be tricky to do on your own, so it's best to let a reputable piercer install your jewelry for you!
